The answer to your question might come through consideration
of whether or not Victor Herbert was a contemporary of Hitler
and known to be a favored composer in Hitler's mind. If not,
then clearly Vicky was not referring to Victor Herbert, but
rather chose to refer to Herbert von Karajan by his first
name.
