The standard answer is that the oboe has the least flexibility in tuning.
The only thing you can move is the reed and you can't move it far. The
other instruments have more flexibility and so have a better chance of
matching the oboe rather than the other way around. Even the clarinet is
more flexible than the oboe. If we are sharp, we can pull a lot before
running out of room. If flat, well, we can go buy a shorter barrel
(assuming that we suspect this ahead of time).
