Either cotton or toilet paper will do a pretty good job of blocking sound if you
get it fairly wet. Of course, the sound is just as muffled (unevenly attenuated)
as with foam ear plugs.

For those who want a better sound than that, but at lower cost than the
custom-fitted plugs, I suggest the ER-20 plugs. One place to get them is

and there should be some more info once they get some broken links fixed.

I have a set, and they work well. They're not as comfortable as the foam plugs,
because they have to fit pretty tight in your ear for a good seal. They don't
attenuate as much as the custom-fit plugs, but I've found them just right for
very loud amplified concerts.
