No, there are no royalty fees if you did the arrangement yourself on a
public domain work. There are fees if you are playing from someone's
arrangement (say Peters edition). Specifically - if I want to do say the
Bernstein Sonata's Accompaniment, I would have to get permission to record
it, get a license to perform it for profit. Harry Fox is the agency that
runs the show.
PS. Harry Fox is also the agency that shut down the Laura's Midi site. I
was one of the 3 main Pianists for that site in the Classical area. She was
shut down for having pieces (musicals) that were very much still in
copyright on the page. Cost her quite a bit of money.
