I don't believe that "none of Ravel's works are in the Public Domain" is
accurate. Take for instance the Lucks version of Le tombeau de Couperin.

But how about this. Both Kalmus and Lucks virtually make copies of
public domain material, without adding any editorial marks at all, except
for their company's name. Is it illegal to make copies of reprinted
music: Kalmus, Lucks, Dover, etc. which do not carry copyright data?
