Piano reductions of the concerto have been available for well over 70 years; most of the piano reductions today are derivative of earlier works with perhaps dynamic changes.
It's considerably more complex that meets the eye, since by the very process of editing a piece a copyright may be claimed; I'm not sure. Then - separating the editing out of the notes - becomes problematic. What is in the public domain, and what isn't?
