Yes and no. Ultimately, the State's attorney is the prosecutor. But the
case is originated, prepared, and presented to the State's attorney by
(whatever your version of) The Department of Human Services or The
Department of Children's Services is. And they have absolutely no question
about who did what. They believe the kid, no matter how outlandish the
charges are. Their "interviews" are incredible. I've read dozens of them
over the years, and there's absolutely no mistake in their intent: Nail
the perp, regardless of how you have to do it. They best ammo? The
leading question. "He touched you, didn't he? Just point to where he
touched you. (Referring to their anatomically-correct dolls) He did this,
didn't he?" Why bother with "DID he touch you?" or other nonleading
questions, despite their stated policy to do so. (In this state, anyway.)
