My $0.02 -

I think the ideal is to find an embouchure that allows you to play all
over the clarinet without movement. Having said that, I think it is
impossible. Issues of voicing mean that there will be some movement,
however imperceptible as you move from bottom to top of the range. Issues
of pitch adjustment with others in an ensemble situation mean the same.
The idea is that there should be very little *conscious* adjustment of
embouchure from note to note, or register to register. Otherwise, how
could you effectively play fast passages, adjusting as you go?

So the short answer to your question is "yes and no"!
