The piece is presumably "Wellingtons Sieg, oder, Die Schlacht bei
Vitoria". The tune you refer to was current in France at the time and
earlier, with words beginning, "Marlbrouck s'en-va-t-en en guerre",
referring to the Duke of Marlborough's exploits of nearly a century
before.
