I feel an a performer and a concert goer that the coughing and distractions
are really only noticed by the audience.

As a performer I stay so focused on what I am doing, I can't ever recall
being distracted by such disturbances.

However, as a concert goer, I can not stay so focused on what's going on that
I notice every cough, beeper, watch, etc. going off.
That is irritating!!!!

People can leave the beeping watches home, leave their cell phones in the
car, put their beepers on vibrate and bring mints or something of the like to
put in their mouths if they feel the need to cough.

Perhaps it should be understood like "No smoking", "No flash photography",
etc.
