So the technician ignores the clarinetist's embouchure and setup; instead
they listen to the clarinetist and based upon what they hear they attempt to
"style" a particular mouthpiece to the desired sound ?

Or is it all of the above ? (eg incl. the ARM-BOH-SURE and setup)
