It wasn't when I was in college, either, but it SHOULD be! Not so much so
that the band director can do all his school's and students' repairs (in
his copious free time :-) ), but so he can at the very least DIAGNOSE
instrument problems that are impeding the progress of his students, and
make a few EMERGENCY field repairs.
