Derek,

There is no one best. Every one likes something slightly different. For
starters, the laws of physics make it impossible to make a perfect clarinet.
Thus each manufacturer designs in what he believes will be a reasonable
compromise of characteristics.

So make a list of the various brands and models that you might like to try
and go around to stores and try them and try several samples of each type
(no two clarinets of the same brand and model will play exactly the same).
Then buy the one that really sings for you.

The major companies are Leblanc, Buffet, Selmer, and Yamaha. Smaller
companies with good reputations are Rossi, Eaton, Patricola, and Howarth. I
would suggest picking from these eight makers.

Another thing to watch out for is to be sure to compare instruments in the
same class. i.e. intermediate vs intermediate, pro vs pro, or premium pro
vs premium pro.

For example:

Compare the Buffet R-13 to the Leblanc Infinite

Compare the Buffet Prestige and Festival to the Leblanc Concerto and Opus.

DON'T compare the R-13 (standard pro grade) to the Leblanc Opus (premium pro
grade).

So get a catalog and start researching model names and what is comparable to
what.

Also be sure that you use a really good mouthpiece to compare the
instruments not the ones that come with the instruments. The clarinet
makers do great on clarinets but poorly on mouthpieces.
