My high school band was always short on flutes. This is likely because our
conductor was a clarinetist and the flutes tended to be rather hurt that
he'd spend so much time sharing his expertise with the clarinets and
seemingly ignoring the poor flutes who couldn't figure their music out on
their own.

However, the community concert band I play in is often low on flutes.
Thankfully, things look good for this summer (in fact, we even have two
bassoon players, now and again). Still, we usually have 4-5 flutes (or
flute/piccolos) and 12-16 clarinets, maybe even more some days.

I'm considering getting a bass clarinet just so it'll be easier to find a
place to sit (and I miss playing bass quite a lot, which surprises me
because the last time I stopped playing it it was years before I missed it).
But I don't know where to rent one, or whether it'd be worth buying one
(probably not for me, since my money goes mostly to my education for a while
yet).
