Nancy,
I haven't heard the piece in question but the description makes me wonder if it may have been using the upper harmonics. It is possible to sound bugle calls without changing fingerings by exploiting the upper harmonics. If this is what he wants then I think the easiest solution would be to find a clarinetist who is capable of producing them and work out the part to ensure that what he wants is possible.
