In terms of scoring, I can't answer definitively. If I were scoring the
part I would be likely to write the notes in the pitch of the clarinet
with the same indication used for string harmonics.

As to the production of the sound I can guess that it's the old trick of
playing long B (center staff) with the end of the clarinet stopped (e.g.
against a crossed pants leg). This provides the clarinet with a limited
set of high harmonics which might approximate the timbre of a piccolo trumpet.
