There's an awful lot of high schools that _never_ had an orchestra. My
graduating class was 69 students and that was the biggest to ever come out
of that school. The school districts that my daughters have attended have
always had under 400 students enrolled and these were the 4 year high
schools. In these schools, there just isn't a large enough base to have an
orchestra.
