1) Presumably you mean *clarinets* are cheap - not clarinettists!?!?!
*Relatively*, maybe, to other instruments and American incomes; the
*average* salary here is below the US poverty line, and, since the
distribution is highly skewed - and getting more so all the time - most
people earn less than this.
2) There is the Lyons clarinet - it's certainly cheap, but is it "decent?"
