As someone who is very comfortable with Finale, I can answer that Sibelius
looks like it may be easier for a beginner and it definitely does a great
many block tasks, like transposition, part extraction, copying large blocks
from one staff to another, etc. more quickly than Finale, especially on a
slow computer. I'm also impressed that it comes with scanning capability -
you don't need to buy SmartScore or MidiScan separately. A more powerful
scanning add-on is available that lets you bring ALL the markings (dynamics,
articulations, etc.) into the main editing program, which is something CODA
is promising but hasn't yet delivered.

All that said, I am still experimenting with Sibelius and know my way around
Finale, so I can't really assess ease of use objectively.
