I play a lot of Eb. Before I bought my R-13 (this is a hint) I tried a
couple of copies each of almost all of the commercially available eefers.

My conclusion is that all of them are bad--i.e., out of tune. The Noblet is
less in tune than the Leblanc, which is less in tune than the R-13 (IMHO, of
course). The R-13s pitch tendencies tended to be more predictable as well.

My memory of the Selmer Eb I played in college was so horrible that I didn't
try one.

My advice would be to test, test, and test some more with a tuner to see if
you can live with the pitch. I saved my money until I could get the Buffet.
