Use whatever strength responds and sounds best on each
mouthpiece/instrument. If the same strength works well, use it. If not, use
whatever strengths work best.

Of course, the above requires a little experimentation and the risk that you
may buy a box or two of reeds that turn out to be unusable. You might start
the process with a box of the same strength you use for Bb. Several players
on the list have said recently they actually use Bb reeds on their Eb's
(which I mean to try next time I get a chance to play Eb), so you might even
try that.
