This puzzles me, too. Our orchestra scuffled to buy parts to various
Ravel and Debussy works that had gone out of copyright before this new
law went into effect, which was January 1, 1999, as I understood it.
These works had previously only been available on rental, and for a brief
time had been coming from Kalmus and/or a British publisher, something
like MusicMasters. What's the story here, anyone?
