The world other than the US generally follows the Geneva copyright
rules. The US did not sign on for various reasons. The chances are that
in a year or two the Geneva copyright law will be modified to be the
same as the US. As a former ANSI member (and having had to deal with
ISO), the international rules generally follow the local rules of the
country with the most to lose or gain financially.
