Jason,
PMEA Districts 10 and 11, ever since before I was in high school 30+ years
ago, have auditioned (on a standard piece of solo lit) for district band,
orchestra and chorus. Regional and state levels are determined by a
composite of the original audition score and a re-audition at each festival
(the re-audition at the district festival helps determine who goes to
regional, etc...). The re-auditions (on the actual performance music in the
folders) were actually instituted after my high school years to try to
ensure that the players would be prepared for the rehearsals when they came
to the festivals, but serve also to give a kid whose original audition was a
little under par a chance to improve his/her chance to continue to the next
level.
The "system" you're describing in District 2 is one that might be useful
if there were VERY FEW schools in the district, all the directors knew and
trusted each other, and the concern existed that, if auditions were held,
not enough kids would actually take them and it would become hard to fill
the ensembles. Is District 2 very small (say, half a dozen or fewer schools)
or in an area of very sparse population such that the pool of players who
would come to an audition is too small to make the process worthwhile? Where
is District 2?

and if other list members prefer, we could continue the discussion
privately. As a PMEA member and teacher in a Southeastern PA school
district, I find Jason's information surprising and interesting.
