I have used several different programs for notation on the PC. I have used
NoteWorthy, PC composer, Finale, (tried to use) Score, Finale and Sibelius.
Sibelius wins hands-down in every way. It is very easy to use, has great
MIDI support, etc... Basically it is a program that is made for musicians.
It knows how to transpose correctly and it looks beautiful.

Do any of these programs allow the use a of scanner for input of sheet music
and have some type of character recognition abilities.

Sibelius does. It works well with MidiScan and it also works well with
AutoScore, by the way. With MidiScan, you can scan sheet music into
Sibelius, edit it, and re-print it. With AutoScore, you can use any
acoustic instrument, or even voice, sing or play into the microphone, (which
comes with the program), and see the music appear on your computer screen.
You can, then, edit it, transpose it, etc. and re-print it. Would I have
loved having those programs when I was in college!!!!!
