Kevin,

Bores are measured at the middle joint. Have a machinist measure both
sides of the joint with a snap gage and micrometer. They're always a
little out of round. He'll have to be judicious.

Your top measurement is normal. Most clarinets have at least 3 inches of
flare below their top tenon.
