With a six-holed wind intrument with no keys, it doesn't really matter
which hand goes on top, and so there were some players who were already
used to using the "wrong" hands with earlier instruments or folk
instruments when more holes and/or keys became usual. I suppose....
Perhaps the conventional arrangement is something to do with the
exigencies of
playing bagpipes.
