Two things I've tried:
1) Use a cap that has any openings (especially the vent that's usually open
at the end near the reed tip) sealed up. Either use tape or seal a plastic
bag around the upper end of the cap by stretching a rubber band around it.
2) use a plastic reed. The sound will no doubt be less than you're used to,
but dry reeds don't sound wonderful either, and at least it won't squeak or
respond unpredictably.

FWIW, I have always used a sealed-up plastic cap and a real reed on my
clarinet when I play pit work, and it seems to work well. I've used plastic
sax reeds in the pit and found it satisfactory and much better than trying
to play softly on a dry and unresponsive cane reed.
