Ed,
There is no reason the tube needs to be extended so far into the bore. It
is there now for manufacturing ease. In the past when the register tube
was place on top of the bore just above the throat "A" key the tube did not
go so far, and was not so water prone as when placed on the bottom in line
with the thumb tube.
I think the difference would be largely negligible on the Bb, but not on
the Eb. If the tube could be pulled from the bore of the Eb the clarinet
would probably play better.
I've had limited experience with this, but my suspicion is that, while this
may make some difference, it is way down the list of things which can have
a significant affect on the playing of a clarinet.
