It's slang. Among jazz musicians, "licorice stick" is a slang term meaning
"clarinet". The clarinet is long and black like a type of licorice candy
that's popular in the USA. "Licks" are improvised, often virtuosic jazz
solos, also known as "choruses". The piece sounds like fun!
