This can occur on an instrument of any age and level (even professional
horns). It probably just needs a little maintenance. The chalumeau C# can
be a little poor on any horn since the placement has been modified to
accomodate the fact that the clarinet is designed to come apart in the
middle. Here are some things to look for (however unless you have been
shown how to fix them, have a technician do the work).

1. Pad in bad condition.
2. Bent key (leading to incorrect key height)
3. Dirty tone hole (can make a HUGE difference).

All of these are normal maintenance items that need addressed from time to
time and may be due to the fact it is used horn but would have nothing to do
with it being a plastic horn or a student horn. If your instrument is made
by one of the major makers, their student plastic horns are really quite
good.
