Sara, how long have you been playing? An ear for tuning usually
develops after a few years of experience. Personally, I couldn't tune
myself until I'd been playing for about four years. Now, in my
seventh year of playing, I can tune myself and other clarinetists just
by using my ear. I suggest to go out and by a tuner (doesn't have to
be expensive) and work at it as often as possible.

For my first few years, I was consistently flat and I fixed it by
firming up my embouchure (which was a product of using a thicker
reed). Your problems with being sharp AND flat at different times
could be due to your embouchure, posture and support, or (dare I say)
equipment. Try to have a private session with your band director to
fix up any problems with your embouchure, posture, etc. and only
change your equipment (by that I mean your reed/mouthpiece/ligature
setup) if you feel that you have done the best you could on your end.
