What effect does the amount of tube extending into to bore have?

What is the purpose of this tube other than to avoid water in the
underslung key?

Is the internal amount necessary to come to the center of the bore?

Does moving the tube outward (more exposed) out of the body change Bb or
12ths. Assuming the same amount of key opening is maintained.

I'm sure someone can save me lots of experimentation.

(the clar is a late 1920's vintage Buffet w/serial in the
1700's. Use it all the time in cold,warm..Mich extremes...no cracks,
splits, pins,..made back when the wood was good)
