I've heard this before, however my Buffet Eb is in tune (1996ish R-13).
Although I currently use an Opperman mouthpiece and barrel, it was still in
tune with itself with the Buffet barrel and a stock Vandoren B-44 mouthpiece.
It *did* take me six horns and three hours to pick this Eb, though.
Intonation and tone varied greatly in the horns I tried - all Buffet.

A lot of air and a good, firm embouchre all help Eb intonation, but if your
horn varies that much (40 cents!) then I'd say it's the horn. I'm not sure
what you can do about it, if that's the case.
