I think you should consider buying it, but keep in mind two things:

1. Take the clarinet to a competent technician and have it checked
out. He should be able to advise you on it's condition, value,
problems, etc. If you are satisfied with what you learn, then buy
it.

2. Since it has the serial number problem, you probably won't be
able to resell it later for much more than you paid for it. If you
want a "real" R-13, don't buy this one. If however, you want a
clarinet that is as good as an R-13 (see #1 above) then do buy this
one.
