Indeed. Promotion/publishing costs "hard" money, something most artists
do not have. The promoter (publisher, advertising agencies) must fork
over hard cash to get the work out to the public in a usable form, and
there is no guaranteed return for any of that. The composer puts out
blood, sweat, and tears. Both deserve compensation somehow.

No risk, no reward. For either party.
