Not a new trend at all. I can dig out several of my old copies of music and
right on the cover is a list of the pieces with the solo and piano parts
priced separately. It just depends on how the publisher decides to go about
it. Of course there is always the possibility that they goofed and you
should have received both parts.

How big is your town? Is there another store within reasonable distance?
Even here in the wilds of South Dakota, I can get most of the more common
pieces at a music store in Sioux Falls (about 20 minutes away). And they
are more than happy to order any music that I want.
