David is correct (but note the spelling on the name).
Commander Allen Beck is the retired Commander/Leader of the United States
Navy Band in Washington, D.C.

I found a web page with his picture here:

The title "The President's Own" is associated with the Marine Band (in
Washington DC). They have a pretty good web site and their current
conductor is/was a clarinetist.

Commander Alan Beck is retired from the United States Navy Band. Commander
is a
rank used in this country only by the United States Navy and Coast Guard.
The
Marine Corp (and Army and Air Force) equivalent is Lt. Colonel.
