I apologize if this comes across as a grossly culturally unaware
question.

While trolling for newsgroups and mailing lists I have noticed several
orignating in, listproc'd in, and regrading Chile. I think this is really
cool. It just seems like Chile is more wired (or more wired into venues
where Americans would notice them) than the rest of Latin America. Is
this true? If so why? Are there more shared cultural interests? If it's
not true where are Bolivia and Peru et al.? I like the fact (most days)
that these kinds of discussions are global. If I'm missing more of the
world I'd like to get hooked up. Thanks!
