You really don't need a special jazz mouthpiece for Bass clarinet. Just the reeds.
Try Vandoren JAVA or V16 Tenor Sax (TRUST ME!) As for strengths, on a Hite
mouthpiece, I'd use a 3 but If you do choose a different mpc., then get one that
is very open (I use a Vandoren B46) And use a soft reed (1 1/2 or 2). BTW, on
clarinet I use a Sugal Jazz Metal, it was pricey but I love the sound.
