Sounds like either the original owner had pitch problems and bought a short
barrel, or the instrument was originally "built" for that new higher pitch
standard (fortunately marked on the barrel so you could tell). New plastic
barrels are relatively cheap. Or you could use a 2mm tuning ring, or just
pull out a bit if you aren't that picky.
