Not exactly. This standard stands by itself, in this case an unambiguous
motion over time, and temperature does not come into play.

The implementation or physical embodiment of a standard, as distinct from
the standard itself, may have physical parameters attached to it as a
description of the implementation. The description of the physical parameters
to apply to some physical manifestation that represents the current state
of the art in measuring the standard may change over time, for accuracy's
sake. However, the standard itself does not change. In the case of some
standards, but not this one, the physical manifestation is the standard,
and the description of the standard changes over time. The meter is one of
them, and the definition of the standard has changed in recent history.
However, those bars in France are still pretty accurate!
