What I've found in Vandoren V12s is that they are more balanced, not necessarily harder than regular Vandorens.

This could be tested by taking many reeds of each kind (same size) and putting them on glass. The regular reeds tend to have less of the reed touching the glass when laid flat. I always find unbalanced reeds to play harder (and for that matter out of tune, squeeky, dynamics are hard to control) than *balanced* reeds like the V12s tend to be.
