Yes, that's how it works. The club has a "site license", that pays for the
performance of any licensed work at the site, whether it is live, received
by broadcast (e.g., radio, TV), or played from CD or tape. The license is
typically a flat fee, based on the size of the venue, the amount of revenue
it generates, and how much music is played. The ASCAP and BMI
representatives also go around and estimate how many times each copyrighted
work is performed: the composers/publishers/arrangers receive shares of the
license fees based on how often their works are performed.
