Thank you for that authoritative response but it seems Dieter Klocker would
disagree. He is a German clarinetist who has spent a lot of time
researching (and performing and recording) Classical clarinet repertoire,
and he found this concerto in a collection in Germany (or was it Austria)
recently and recorded it with the Prague chamber orchestra along with two
double concertos (ie two clarinets), also (in his scolarly opinion) by
Haydn. I'll check the liner notes when I have a chance (Thursday) if
anyone's interested in more details.

As I write I'm listening to the finale, which almost sounds like it was
written on a template from the Mozart -- it's a rondo with episodes that
match very closely in character. Klocker is having great fun with his
eingangs too - so far he's quoted a Stamitz concerto and the Mozart twice!
