They will generally give the permission--because if they don't, you
(generally) can do it (scholarly analysis/criticism) anyway under the "fair
use" doctrine.

It is always better to avoid a fight rather than win one, however--David's
approach is the smart thing to do. I would try to get the permission--in
writing--to avoid any sort of dispute. (This is extra important,
incidentally, if your review is not favorable.)

As someone who has just done this - you must write to the publisher,
outline as specifically as you can the passages to be quoted, and ask
their permission. In my experience, they will give it, along with the
proper credit to be printed with the article. I got permission to print
the entire clarinet variation of the Ginastera "Variciones Concertantes"
from Boosey & Hawkes for an article in "The Clarinet". Of course this was
only a portion of the clarinet part of the entire orchestral score.
