I have often seen members of some community music groups make a copy of a
piece owned by the group. The copy is used during public (free) performance
and contains various notes, scribbles, etc for the current performance.
After the performance (which is often outside where sheet music is at risk
of sudden distruction) the copy is destroyed. The purpose of the copy is not
to avoid purchasing a piece but to perserve the original from wear and tear.
Is this fair use or illegal copying?

I'll bet that it's illegal. An example would be "is it legal to copy parts
to a band piece because the kids will destroy the originals their
backpacks". -NOPE
