I always called that poetry, not melody. But it (barely) fits the definition
of melody.
I feel that the definition of music doesn't fit rap (which is defined as
talking or chatting). You haven't convinced me otherwise - but you can call
it music. Doesn't make rap any better or worse.
Some of the rap pieces are better (IMNSHO) than Ginsberg.
