In this neck of the woods, turntables are for sale in the "Freebies"
section of the newpaper all the time (free ads for items under $75). I'm
sure some of them must play 78's. Check you local newspaper and/or garage
sales. Dual still makes a turntable that plays them. Shure and Pickering
both make cartridges that have available 78 needles. Old Garrard
turntables (as someone else noted) should be around by the thousands. I
use 1973-vintage Dual 1218 or an even older KLH Model 11 portable stereo
with its Garrard turntable (Both with Pickering V-15 cartridge) for
playing/dubbing my 78's.
