This is consistent with my experience, since I was living in Philadelphia at the time.
Were the untaped sides of the tone holes shaved to maintain the hole diameter while
accommodating the tape on the opposite side? Perhaps a Moennig wannabe tried to
duplicate or improve on the master's work. I wonder about the effect on tonal quality
of tape in the bore. I can't imagine that it would be good. Comments?
